Moreno Valley Storm Drain Case Study

This document is the case study for Moreno Valley Storm Drain. For a competitive cost, the City of Moreno Valley opted for ADS HP Storm.

When initial bids came back above the engineer’s estimates, the City of Moreno Valley opted to include polypropylene pipe, such as ADS HP Storm, as an approved alternate to RCP and increase the competitive costs.

On the rebid, the power of competition was evident. The RCP line item dropped over 10%. The bids containing HP Storm were 10% lower than the revised RCP bids and nearly 20% lower than the original RCP bids.

HP Storm was successfully installed in the public right-of-way under the roadways on the project. This success led Moreno Valley to formally approve polypropylene for future residential and capital improvement projects.

The installation was done in spring of 2021 using 1,225’ (373 m) of 24” (600 mm) HP Storm.
